【摘要】:Thisdocumentspecifiesamethodoftestforthedeterminationofpolychlorinatedterphenyls(PCT)andpolychlorinatedbenzyltoluenes(PCBT)inpetroleumproductsandrelatedmaterialsbymeansofaspecifiedgaschromatographicseparationprocedure.Followingthegaschromatographicseparation,quantificationproceduresaredescribedforPCTAroclor5442,PCTAroclor5460andPCBT(Ugilec141).Thisdocumentisapplicabletounused,usedandtreated(e.g.dechlorinated)petroleumproductsincludingsyntheticlubricatingoils,topetroleumproductsandsyntheticlubricatingoilssuitablyrecoveredfromothermaterials(e.g.fromwastematerials)andtomixturesofvegetableoils.NOTE1ThisdocumenthasbeendevelopedasanextensionofEN12766Parts1and2toprovideamethodofdeterminingthetotalPCBcontentinaccordancewithArticles2,3and4ofECDirective96/59/EC[1].ThetotalPCBcontentiscalculatedbysummationofPCBcontent,determinedaccordingtoEN12766-2,andPCTsandPCBTsaccordingtothisdocument.ThethreeclassesofmaterialsmeasuredinthisstandardcanbequantifiediftheyoccuratconcentrationsgreaterthangiveninTable1.NOTE2Inordertosimplifyandrationalizetheanalyticaloperationsrequiredforaneffective,fastandeconomicinventoryofequipmentcontainingliquidsclassifiedasPCBs(asdefinedbyDirective96/59/EC[1]),itisrecommendedfirstlytodetermine,usinganappropriatescreeningmethod,thetotalchlorinecontent(inmg/kg).Examplesforanalyticalprocedurestodeterminetotalchlorinecontentinfresh,used,ortreatedinsulatingoilsare:i)pre-dosedcolorometrickitstomeasure25mg/kgor50mg/kgtotalchlorine(ref:USEPASW-846Method9079);ii)electrochemicalmethodsintherange2mg/kgto2000mg/kgoftotalchlorine(ref:DEXSILL-2000DXC-USEPASW-846Method9079andUSEPASW-846Method9078);iii)wavelengthdispersiveX-rayfluorescence;oriv)oxidativemicrocoulometryorotherscientificallyvalidatedanalyticalmethods.Fromthetotalchlorinemeasuredforaspecificsample,atheoreticalmaximumequivalentPCBcontentcanbecalculated.WhenthismaximumequivalentPCBcontentissignificantlylowerthanthelimitprescribedbyDirective96/59/EC[1](50mg/kgtotalPCBs)orbylocalstandards(e.g.25mg/kgtotalPCBs),thesamplemaybeconsideredas"PCB-free".NOTE3Whenthetotalchlorinecontentinasampleishigherthanthelimitsdescribedabove,itbecomesnecessarytoproceedwithgaschromatographicanalysisinaccordancewiththisdocumentusingthetotalchlorinecontentas:i)aguidetoestablishthelevelofdilutionnecessarytooperatewithinthelinearrangeoftheECDdetector(EN12766-1:2000,10.3.2);ii)amethodofcalculatingtheratiobetweentotalchlorinecontentandtotalPCBforqualitycontrolpurposes;iii)amethodfortheclassificationofthehazardposedbytheoil(e.g.attheendofitslifecycle,forregeneration,useasfueland/ordisposalinaccordancewithlocalregulations).NOTE4Forthepurposesofthisdocument,theterms"%(m/m)"and"%(V/V)"areusedtorepresentrespectivelythemassfractionandthevolumefraction.WARNING—Theuseofthisdocumentcaninvolvehazardousmaterials,operationsandequipment.Thisdocumentdoesnotpurporttoaddressallthesafetyproblemsassociatedwithitsuse.Itistheresponsibilityoftheuserofthisdocumenttoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
